Regardless of when the idea came up, the 12th Session was responsible for bringing the issue of creating a Foundation to the forefront. Following the leadership's initiative, the steps for creating a Foundation were outlined and progress made. This step has been completed.

All
good ideas need a starting point, and the Foundation is no exception. No
one can exactly pinpoint when the idea of the Foundation was first conceived,
but its roots do come from before the 10th Session of ASM. The first time
we formally see any indication of a Foundation was in the massive bylaws change
that occurred in ASM in early 2004; a section of the bylaws was reserved for a
"soon to be" Foundation.
